This cultivar was listed on the MyHostas Database website which shows it as a streaked hosta.

Here's some speculation folks. Mildred Seaver of Massachusetts, creator of the "Sea" series of hostas also introduced one named H. 'Richmond'. So, maybe someone just added a Sea to the name since it came from Mildred....who knows?
